Finding Strategic Support in a Complex Maritime Environment

Listen to this article

Owners and operators are currently navigating one of the most demanding operating environments in recent memory. Geopolitical tensions, forthcoming regulatory changes, cybersecurity threats, and commercial pressures are placing unprecedented demands on operational decision-making in real time. In this complex and fast-changing environment, strategic partners and support are critical.

As one of the leading flag States in the world, with a consistently outstanding port State control record, the Republic of the Marshall Islands (RMI) Registry has invested heavily in transforming the role of the flag State from one of compliance enforcement into one of a trusted partner. From providing technical expertise at no additional cost to readily available 24/7/365 technical support across its 28 offices, and guidance from a strong specialized maritime security (MARSEC) team, the RMI Registry supports informed decision-making in real time.

International Registries, Inc. and its affiliates (IRI), which provide administrative and technical support to the RMI Registry, has invested heavily in this transformation of roles over the last two decades by building specialized technical and operational teams. These teams, central to the RMI Registry’s strategic support, focus on key areas including offshore, oil and gas, renewables, cruise, and yachts. This specialized support offers owners and operators of RMI-flagged vessels unparalleled access to technical expertise and assistance across a broad spectrum of operational and regulatory matters. Team members actively participate in joint research and development projects, international information sharing seminars and bodies, and discussions with industry stakeholders on practical challenges affecting fleet performance and compliance. Supporting owners and operators as they evaluate fuel strategies, advanced and emerging technologies, and diverse compliance pathways, these teams work closely with clients to help assess technical feasibility, future-proof compliance solutions, and operational impact.

In addition to technical expertise, IRI supports clients through a decentralized structure of 28 offices worldwide. In today’s environment, responsiveness and reliability are not simply an expectation; they are operationally essential. With local decision-making authority and personalized support during local business hours backed by global resources 24/7, services are available and accessible to clients in real-time. This global support system helps clients operate safely, efficiently, and compliantly.

In the current environment, technical support alone is not enough. IRI’s strong professional working relationships reflect a broader philosophy of strategic support. These relationships, built through long-developed partnerships and active engagement across industry bodies, are critical to informed decision-making. The RMI’s delegation to the International Maritime Organization (IMO), which engages in all committee, sub-committee, and working group activities, strengthens relationships between the Registry and other member states while providing owners and operators a voice in the regulatory future of the industry. Senior leaders from the Registry’s Fleet Operations team regularly meet with port State control and coastal authorities around the world to discuss fleet inspection trends, share information and processes, and support open dialogue with the goal of enhancing safe vessel operation. Biannually, the Registry convenes the Marshall Islands Quality Council (MIQC), a consultative group of shipowners, managers, industry experts, and leaders to foster open dialogue and discussion aimed at enhancing fleet operations. Internally, IRI’s Maritime Services Group (MSG) meets twice a year to share, discuss, and review data from offices around the world, supporting seamless client service worldwide. The value of these relationships lies not simply in access to information, but in having an established network that vets, contextualizes, and translates information into practical guidance.

Increasingly, security has become a critical component of strategic support. The Registry’s MARSEC team has become a key element of the support structure available to owners and operators of RMI-flagged vessels. Accessible 24/7/365, the MARSEC team coordinates, collaborates, and engages with coalition naval forces, governments, information-sharing centers, intergovernmental organizations, and industry associations worldwide to provide reliable, timely intelligence and guidance. The MARSEC team also supports proactive risk mitigation through trend analysis and situational awareness that extends beyond physical threats to include cyber risk and digital vulnerabilities.

This combination of technical support, fleet operations capability, and global resources is reflected in the RMI Registry’s consistently strong port State control record. White Listed by the Paris and Tokyo Memorandums of Understanding, the Registry also maintains an excellent Australian Maritime Safety Authority (AMSA) record, and as of the most-recently published United States Coast Guard (USCG) Port State Control Annual Report in 2024, has achieved 21 consecutive years on the USCG’s QUALSHIP 21 roster. This outstanding record highlights the quality of owners and operators in the fleet and the value of technical and operational support provided across the RMI fleet.

In today’s demanding environment, change remains constant. Regulations and technologies shift and the global security situation continues to evolve. IRI’s long-term investment in strengthening global technical expertise, enhancing client resources, and expanding capabilities offers clients strategic support that meets the realities of an increasingly complex shipping environment.
